Will or Inshallah

Since the phrase إن شاء الله means that "I have made up my mind and hope everything will be ok", does that mean it can be translated simply as 'will'?

If someone says:
سوف أنفذ تعليماتك إن شاء الله.

Can this be translated only and simply as:

I will follow your instructions.

In my opinion, It depends on the receiver.
If the receiver is not a muslim, we can just ignore the phrase altogether. However, if the receiver is a muslim, who doesn't speak Arabic, we can translate the phrase into "with Allah's willing" or "Inshallah" :)
